Yes, the Kernel is just part of the OS, everything including Software, tools, etc are developed by Stallman…

Typo by auto-correction software.

Should be Torvalds not “towards” and while you’re at it mention GNU, you know everything else besides the kernel… Richard Stallman build everything else to make it an OS including the tools Torvalds used to write the kernel.
